The City Council of 28.09.2009 has been filed and then withdrawn, during the same session the draft resolution on the implementation of the Regional Law 23, the housing plan.
The minority group has presented in the courtroom 6 comments, which were considered by the Mayor based and relevant enough to lead to the decision in a short riunoine the majority group, the withdrawal of the proposed resolution.
The next resolution was amended at the critical points highlighted by the minority, which might have exposed the City to the likelihood of appeals, upholding 5 comments submitted on 6 :
only constraints targeted expansion of its volume with parking, no accumulation of volumes of amnesties or sottotettti not delegated to the landscape committee (made up of experts with only advisory opinion), choices that would be granted only to directors elected by the citizens to do just that. The new resolution
frees some areas previously subject, where citizens can now expand the volume of the dwelling, creating the space in more for a child or an elderly person. The boundaries of the summary band of 150 meters from the river are replaced with annotated links on our town, more understandable and acceptable by the people, wherever they are needed and where constraints only make sense to protect sensitive areas and valuable, and deserving of constraints:
- the Old town, even in the villages of Pianazzola, Loreto, Campedello, St. Charles, Uschione, all'Alpetto to Bette, in the spreader.
- the crotti
- the slope of Pianazzola.
We maintain most of these areas, freeing others where it was not clear why a city could not expand the house.
The law of the housing plan is designed to Rome to revive the construction industry: trying to be
concrete and realistic, the minority group has sought proposals to implement it as best as possible, the particular characteristics of our town, we know better than politicians who drafted the law.
This is the spirit of the law, help improve our work in construction and real estate.
The minority group is in favor of the restructuring of existing homes, care and careful maintenance of our land, energy savings, to maintain the current scope of our town, protecting vineyards, fields, parks and what makes Chiavenna a good place to live.
However, we would prefer, as did other municipalities, not make concessions on charges of urbanization:
does not seem appropriate, at a time of lean municipal budgets, reduce revenue even further, giving up money that could be used for maintenance of roads, for example. what people are asking to pave.
Overall we believe that the withdrawal of the first act has allowed the minority to make its constructive contribution to a resolution significantly better, then voted unanimously.
There was a good comparison between the majority and minority, with a positive result for the city, so hopefully this will become a working method for other important occasions, eg. Government Plan for Territory.
